Can anyone identify the opening sound clip ("I want everyone to listen to me")?

I can’t even recall what record I sampled it from. I was at Apt’s dorm when he still lived in Halifax, and we went through a huge stack of thrift store records. I know it’s the same song the horns are from, though.
