In an interview with Myrock magazine (a French publication), Matt said “it’s about an intelligence, be it human or artificial, that realizes that it lives in a simulated reality, and it is controlled by its creator. It feels betrayed, finds this situation unfair and tries to flee.”
It’s technically possible, but the entire album uses imagery that suggests it’s a literal simulation. However, knowing Muse, there could be some political messages in there somewhere.
