Is this song about Light or L? I can't look at the whole musical so I don't know

As both characters Light and L die at the end, it could be interpreted as a requiem for them. However, I think it’s more likely a requiem for Light as he dies right before the song (L dies earlier) and the mention of “how the world rejoices” is most likely a reference to Kira now being gone.
